A Forklift operator’s certificate is earned by all forklift operators, specifies the training that the operator received, advanced, specialist, refresher or basic. It also indicates the forklift type that the operator is certified to use, such as pallet truck, reach truck, etc., the rated capacity, the type of attachments and the motor power type.

OSHA Forklift – Powered Industrial Truck Regulations

Determining the best way to protect workers from injury largely depends on the type of truck operated and the worksite where it is being used. Employers must ensure that each powered industrial truck operator is competent to operate a powered industrial truck safely, as demonstrated by the successful completion of the training and evaluation specified in 29 CFR 1910.178(l)(1).

Hazards of Battery Powered Forklifts

Battery-powered or electric forklifts produce zero emissions, virtually eliminate the hazard of carbon monoxide poisoning, and run more quietly than internal combustion forklifts. However, electric forklifts present other serious hazards that must be addressed.

Potential hazards of electric forklifts are that they are powered by large lead-acid batteries, which must be routinely charged. Likewise, a safety area must be designated for the purpose of battery changing and charging.

Other hazards involve making sure that the forklift is charged before using and recognizing that heavy loads drain the battery more quickly.

Charging and Changing Batteries in Electric Forklifts

Only trained personnel should charge and change batteries in electric forklifts. In addition to training in battery changing and charging procedures, these employees should be trained on emergency procedures in the event of an acid splash, including how to use eyewash and shower facilities.

Potential Hazards:

  • Batteries are very heavy.
  • Batteries contain sulfuric acid that is highly corrosive and could be splashed on personnel servicing or changing batteries.
  • Toward the end of the battery charging process, batteries can give off highly explosive hydrogen fumes.
  • Contact with battery cells can cause electrical short circuits, which can burn unprotected skin.

Requirements and Recommended Practices. Always follow your facility’s specific safety procedures. Follow the recharger manufacturer’s recommendations for attaching and removing cables and for proper operation of your equipment. OSHA has a list of regulations that outline safety procedures.

Forklift Training Required by Employers

Most warehouse and factory owners are safety conscious, which is why they require their employees to undergo mandatory training to obtain the necessary licenses and certifications. Employees are encouraged to be trained in forklift operation, general equipment management and safety procedures.

Forklift operation training includes driving lessons. License acquisition as a rule involves filing of required papers as well as a hands-on road test. Licenses are issued to employees 18 years or older. Employers frequently assist workers in obtaining any applicable licenses for work.

The MSHA New Miner Training bundle contains 27 courses, including the required 8 hours of MSHA Part 46 compliance training. Surface miners and surface mine contractors are required to also  have the same Annual Refresher training outlined in Federal Regulations Title 30 CFR – Part 46.

The Mine Safety and Health Administration (MSHA) requires training for any person doing work, maintenance, or anything on a mine site for an extended period of time or on a frequent basis (more than five consecutive days or five days out of the year). Also, all mines have the right to require training – even if MSHA doesn’t.

The MSHA-accepted Surface Miner Training curriculum is designed in compliance with federal requirements to offer miners of all experience levels a useful, comprehensive, and effective training tool. In accordance with regulations, this training must be administered in conjunction with supervised, on-site training as part of an approved plan.

MSHA New Miner Training Overview

MSHA New Miner & Annual Refresher – Training  – 8.5 hrs

Course Overview
MSHA Part 46 requires training for new miners, newly hired experienced miners, new tasks, site–specific hazards, and annual refreshers. MSHA Part 46 regulations require new miners to complete 24 hours of training within 90 days of their hire date. Four hours of this training must be completed before beginning work at the mine.

This MSHA Surface Miner Training also includes 8 hours of training and meets the training subject requirements of 30 CFR 46.5.

Module Quizzes and Final Exam
All module quizzes require a score of 70% to proceed forward in the course. The exam will test your knowledge on information covered throughout the course. If you do not pass after three tries, you will be locked out of this course will no longer be able to take your Outreach training in an online format.

End of Course Completion Certificate
Upon completion of each individual module, students will be able to access a certificate of completion. The 5000-23 Training form is available for download. Is this course MSHA accredited?
While MSHA reviews and approves Part 48 underground miner training programs, they do not provide accreditation to Part 46 surface miner training programs. MSHA establishes training requirements via the Part 46 regulation and relies on the competent person and responsible person at a mine operation or mining contractor to conduct training and provide documentation that training was completed in accordance with a written training plan. Training can be conducted and evaluated in a variety of ways, including online and computer-based training.

New Miner Training Resources

Training Requirements
The timeline below should help clarify the minimum MSHA Part 46 training requirements. Prior to taking any of these courses, you should confirm which training is required by your employer and that your employer accepts this training as part of an approved training plan.

While these regulations refer to “Miners,” MSHA requires that mining contractors who perform work at surface mines on a regular basis to have all of the same training as a surface miner.

New Miner Training (30 CFR Part 46.5)

  • A person beginning employment as a miner or an independent contractor performing work at a mine is considered a New Miner.
  • New Miners require a minimum of 24 hours of training in 9 subjects within their first 90 days of employment.

Confined Space Regulation 1926 Update
OSHA issued a final rule for confined space in construction, increasing protections for construction workers in confined spaces, which went into effect on August 3, 2015. Confined spaces include manholes, crawl spaces, tanks and other spaces not intended for long-term occupation. Employers had until October 2, 2015 to fully comply.

Overall, the new rule offers construction workers similar protection to that of manufacturing and general industry workers. Differences unique to construction include requirements that ensure multiple employers share vital safety information and to continuously monitor hazards. OSHA expects that the rule will prevent nearly 800 injuries a year.

This new rule requires employers to follow several general requirements, including:

  • Informing exposed workers by posting danger signs about the confined space (such as DANGER — PERMIT REQUIRED CONFINED SPACE, DO NOT ENTER)
  • Preventing unauthorized employees from entering the space.
  • Providing temporary covers when a confined space entrance is uncovered.
  • Having a written permit space program available to employees prior and during entry operations.
  • Providing training for employees to ensure they possess the required understanding, knowledge and skills to stay safe.
  • Ensuring safe rescues by providing employees with proper personal protective equipment (PPE) needed to save workers in danger.

More About Confined Spaces Entry Training in Construction

OSHA uses the term “permit-required confined space” (permit space) to describe a confined space that has one or more of the following characteristics: contains or has the potential to contain a hazardous atmosphere; contains a material that has the potential to engulf an entrant; has walls that converge inward or floors that slope downward and taper into a smaller area which could trap or asphyxiate an entrant; or contains any other recognized safety or health hazard, such as unguarded machinery, exposed live wires, or heat stress.

OSHA Forklift and Heavy Equipment Training Course

Mine Safety and Health Administration (MSHA) Surface Miner Training – Title 30 CFR Part 46 defines health and safety rules and compliance requirements for non–metal and non–coal surface mines. MSHA Part 46 requires training for new miner, newly hired experienced miner, new tasks, site–specific hazards, and annual refresher training.

MSHA Part 46 regulations require that New Miners complete a minimum of 24 hours of mine safety training within their first 90 days of employment. The employee must complete 4 of these hours prior to beginning work at the mine.  Our Online MSHA New Miner Training course meets the training requirements in 30 CFR Part 46.

MSHA also requires a minimum of 8 hours of Annual Refresher training per year. This Annual Refresher training must cover Changes at the Mine that could adversely affect a miner’s health or safety and other health and safety subjects relevant to mining operations at the time.

Supplemental mine safety training courses are also available for your initial or refresher training. Surface miners and surface mining contractors choose the course as approved by their employer for credit toward any required MSHA Part 46 training.

This MSHA Mining Training package contains 15 courses, including the required 8 hours of MSHA Part 46 compliancy training. Whether you are a surface miner or surface miner contractor, start your new job the safe way. MSHA Part 46 regulations require new miners to complete 24 hours of training within 90 days of their hire date. Four hours of this training must be completed before beginning work at the mine.

Upon completion of each individual module, students will be able to access a certificate of completion of their mine safety training course.
